He points out that the law of institutions will be the door of the new law of higher education and the vision of the Minister of Higher Education is to convert some institutions to community faculties that meet the requirements of sustainable economic development and any development that does not take into account the social dimension is not sufficient to meet the requirements of the community and the next phase will witness the launch of the institutions of Higher Education to lead the community to convert towards the economy of knowledge in application and development through the new law of Higher Education that facilitate the restructuring of the institutions of higher education to carry out this goal.
