The scientific mission is every organized practical, scientific and technical training that aims to acquire scientific, practical and technical skills and experiences according to specific programs to deepen the scientific and practical knowledge.
1) Scientific mission at the expense of mission.
2) Personal scientific mission “funded and unfunded”
3) Scientific mission from foreign authorities (the supreme council of universities).
*The scientific mission at the expense of mission “missions plan”:
The faculty members are sent to scientific missions to get knowledge and scientific experiences according to specified terms and rules specific for the kind of mission.
How to nominate:
The dispatch for short term scientific mission postdoctoral:
The short term scientific mission (3-6 months) postdoctoral:
1) The staff member should be in one of the authorities on the mission plan. To see them, please visit:

2) His/her age should not be more than 40 years old for lecturer, 45 years old for the assistant lecturer and 50 years old for professor.
3) He/she should have PHD.
4) He/she should get 500 degrees in the international TOEFl equal (61 degree IBT) or (5.5 degree IELTS) and have linguistic levels required for every country.
5) The validity of certificate is for two years from the date of exam.
6) He/she should get ICDL.
7) He/she should not get either scientific mission at the expense of missions or scholarship form the country to do postdoctoral researches.
The time limit for implementation is within six months from the date of accreditation of nomination
The paperwork:
1) PH.D in English.
2) A copy of ID card.
3) The linguistic level certificate (the validity is for two years from the date of exam).
4) ICDL certificate.
5) An account proves that he did not get scientific mission at the expense of mission before.
6) The project of mission plan in English should be accredited, detailed and determined according to the instructions.
7) An approval from foreign professors or two professors from two different countries to the research plan and the academic order for the university and the scientific committee have the right for the differentiation among them.
8) The approval of the employer for these missions.
9) Data forms in Arabic and English.
10) A certificate proves that study in preparatory and secondary (Azhar) is four years for every stage (for the applicants of Azhar University).
How to apply and the stages of nomination:
1) The applicant should complete his/her papers, besides the accounts accredited from the employer and certificates in English.
2) He/she should fill application form on the website.
3) He/she presents a complete research proposal or research project for specific period to be executed with the approval of foreign supervisor and dispatched authority as described in the paperwork.
4) The researches of applicants who meet the conditions and complete their papers are evaluated by scientific committees specialized and formed from the minister of higher education and of state for the scientific research.
5) An interviews are conducted for the researchers whom the scientific committees accepted their researches to measure the ability of their communication and depth of understanding for the research topic and the linguistic level to determine the best candidate.
The basic terms for the application:
1) The candidate should be staff member.
2) He should get PHD in home.
3) The member should bring a report from a foreign university that agrees to host him without expenses.
One should take into account what comes from the general management of missions about the terms of nomination for the scientific mission and the differentiation among staff member will be set according to the rules of differentiation approved by the university council.
*The Rules of Differentiation for scientific missions:
The post graduation studies and research council on 17/1/2007 and university council on 28/1/2007 set the rules of differentiation for the scientific missions as the following:
1) The priority is for who did not travel before in scientific mission or dispatch that allows him to travel abroad.
2) The candidate should spend the same period he/she spends in traveling abroad.
3) The lecturer that does not promote for the next rank through seven years and professor who does not promote for the next rank through ten years will be excluded.
4) The staff members have the right for applying for the scientific mission once for lecturer, assistant professor and professor every five years.
5) It is not allowed to nominate for a second scientific mission only after three years and the priority is for who did not travel before according to the last paragraph of the decree (90) of the law (49) for the year 1972 about the universities organization.
6) The date of return is taken into account (after three years) and the oldest in return is the better.
7) They take into account the seniority for the degree for which he/she nominates and in the case of equal seniority, they return to the previous degrees.
8) One should take into account all rules of the general management for missions.
The paperwork for nomination:
1) The request from the staff member.
2) The approval of department and faculty councils.
3) An accredited application form for scientific mission.
4) A case statement (progression in career, previous missions and travels and the place in which he/she get PHD.
*A note:
1) The nominations of every faculty are sent once and the received nominations are saved after the main nomination, besides taking into account the specific number for every faculty.
2) The university council No 28 on 28/7/2008 set the rules of scientific mission and it is represented in these permissions:
1) The delay in the implementation of mission procedures:
In the case that the candidate for the scientific mission does not begin the procedures and search for foreign university through a year from the date of approval of the president, the vice president for post graduation and research will present the matter over the post graduation studies council and notify the college to either nominate the reserve member or the faculty council nominate one or the waiver of the mission.
2) The return during mission:
In the case that the candidate returns before the end of scientific mission, every case is studied individually according to his/her justification, but if there are not justifications, he/she is deprived of any mission or conferences for three years.
3) If he/she does not return:
In the case that the member does not return after the end of mission or present any request for an external vacation, the decree No 117 of the law of universities regulation No (49) of the year 1972 will be applied.
The paperwork:
After getting the approval of the president for the nomination, the staff member presents the following papers to the general management for missions “Mogamma, Tahrir Square”:
1) The request.
2) An accredited Application form (origin +copy) in Arabic and English.
3) The research plan for the research program that he/she will do and researches.
4) The approval of department and faculty councils with the direction of dispatch.
5) PH.D in Arabic and English.
6) The summary of Master and PHD (origin + copy) in Arabic and English.
7) An accredited research plan in Arabic and English.
8) Three recommendation letters from different professors (origin + copy) in Arabic and English.
The execution of the mission:
When a reservation comes from the cultural consultant of the country, to which he travels through either the general management for missions or the candidate himself, he/she prepares the following papers:
1) The approval of department and faculty councils.
2) The approval of foreign university.
3) The approval of the president.
4) The notification of general management for missions of the travel and the following papers
5) Forms of Security poll.
6) An accredited Medical examination.
7) Four personal image and two files.
8) The complete of financial commitments for missions.
One should take into account the balance of the work in a department, faculty or institution, so it is allowed to dispatch the staff in scientific mission outside the university by the approval of the president after the approval of the council of post graduation and research according to the suggestion of faculty council and after the approval of department council.
After the execution of mission:
After returning, he does the following:
1) A copy of researches that he does or publishes.
2) He/she should present what he did in the mission through a seminar for the department.
In the case that the candidate returns before the end of scientific mission, every case is studied individually according to his/her justification, but if there are not justifications, he/she is deprived of any mission or conferences for three years.
The special scientific missions (personal):
It is a scientific mission that the staff gets when he communicates directly with foreign governmental organization and authority to do scientific researches postdoctoral that aims to participate in adding a new for science.
The paperwork for the execution of personal mission:
When the staff gets a special invitation from some foreign authorities, he should follow the following:
1) The invitation from the foreign universities with the beginning and end of mission.
2) The approval of department and faculty councils according to the invitation.
3) Forms of Security poll to take the approval (through the university management).
4) After the approval of general management for survey and information, a handout is prepared to be presented over the vice president for post graduation studies and research to agree for the travel and determine the financial transaction.
5) The issuance of the president decision for the approval of travel and the notification of the faculty.
The Extension of Scientific Mission:
1) The mission is for one year and it can be renewed when necessary once and the envoy takes a full salary along the mission.
2) The management should have a report about mission and research that he did to be presented over post graduation studies and research.
The scientific missions to the executive programs:
1) They are scientific missions from foreign authorities to the executive programs according to the cooperation agreement between the foreign country and Arab Republic of Egypt to collect the scientific subject and the nomination is according to the terms in the scholarship.
2) One should follow the same previous procedures for nomination and execution after the fulfillment of the terms special for them.
