General Management for Education Affairs

1)    Registration and Exams Affairs Management

·   The sources of nomination in Kafrelsheikh University:

1)    Universities and high institutions coordination office is for the students of high school and technical diploma from Egypt or one of Arabian countries.

2)    General management for foreign students and Arabian affairs office.

3)    Central remittances office in university (high qualification or disabled people).

4)     Through faculties directly such as blind people.

 

·         The terms of admission:

          To register for student in university, he/she should get licentiate or Bachelor from:

 

1)    High school:

The student should get high school certificate or what is equivalent. Besides, the acceptance is through success degrees and geographical distribution according to the resolution of supreme council of universities after taking the approval of universities and faculties councils.

 

 

2)    Technical diplomas:

 The faculty of commerce accepts the students of commercial secondary school; the faculty of agriculture accepts the students of agricultural secondary school, but the faculty of Engineering accepts the students of industrial secondary school. Besides, they can accept diplomas of technical institutions and what is equivalent in some faculties according to the terms of supreme council of universities after taking the opinion of universities council.

 

Moreover, the students of these schools are accepted also in technical teacher preparation department in the faculties of Education according to the terms of supreme council of universities after taking the opinion of university council.

 

3)    The holders of licentiate and Bachelor:

They accept the holders of licentiate and bachelor or what is equivalent in other faculties or departments in the same faculty according to internal schedules by the resolution of the president or his vice.

 

·     The students’ admission:

1)    The blind people:

They are accepted in the faculty of Arts according to the following terms:

1)    The student should get high school from Noor or Aml schools (blind students’ school).

2)    He/she should get 50% in high school certificate.

3)    He/she should meet the terms.

4)    The modernity of high school certificate.

5)    The Sudanese students with permanent residence in Egypt are accepted within blind students.

6)    The paperwork should be revised before the final acceptance.

 

2)    Students admission (students with special needs):

Students with special needs will be accepted as systematic students in the faculties of Arts and Commerce exception for the minimum for admission in these faculties after they are presented to medical committee provided that:

1)    Disability prevents them for movement or noting lectures except by the help of others in the faculty of Arts.

2)    Disability prevents them for movement except by the help of others, but not for noting lectures in the faculty of Commerce.

3)    The modernity of high school certificate.

4)    The student should get high school certificate from one of Kafrelsheikh schools.

5)    The Sudanese students with permanent residence in Egypt are accepted within blind students.

6)    The paperwork should be revised before the final acceptance.

 

·         Students admission who are separated or finished number of times of failing to study in Egyptian universities by open education system according to the following:

1)    They allow the students who finished the number of failing from one of the faculties subordinate to universities subjected to universities organization in open education programs, but they will not be accepted in analogous specialisms for the subjected in which they fail.

2)    They will accept the failing students from Azhar University as affiliated persons in the faculties of Arts (Arabic Department).

3)    They will accept the students who finished the numbers of failing from Azhar University in open education programs, but they will not be accepted in analogous specialisms for the subjected in which they fail.

 

·         They admit the students who want to access to specialist departments and language departments, not the students of equivalent foreign certificates whose language different from program language:

They should get 80% in program language in these departments and divisions and meet the terms of acceptance according to internal schedule.

 

·                          Students’ Register

1)    The beginning of study:

The study begins in Saturday 3 September for thirteen week and half year vacation is for two weeks according to the appointment determined by university council.

University council is the authority who decides the beginning of end of study before or after the determined appointments.

 

2)    The terms of students’ register:

A)    The paperwork

B)    Statement about student study case and its date (register, exams, its results and degrees).

C)    Disciplinary sanctions statement.

D)    Sportive, social and military aspects.

E)    Medical examination should prove that he/she is free infectious diseases and his validity to follow-up study according to rules put by supreme council of universities and faculties council.

F)    To access faculty to get licentiate or Bachelor, the student should register his/her name in only one of faculties.

G)    The student should pass personal test or aptitude test. He should present his position of recruitment.

 

·                   Students’ register transfer:

A)    For students of high school 2010:

They will execute the decisions of supreme council of universities in this matter as students’ register will be transferred through internet and according to paper petition through central remittances office.

B)    For students of high school before 2010:

1)    Register transfer form.

2)    Case study from the faculty including academic position from high school certificate until academic year 2009/2010 and the basic data for high school (its year, from where, department and total of degrees).

3)    They will not accept his paper if he/she does not present academic position in every academic year.

C)    For students who want to transfer to higher year:

1)    Register transfer form.

2)    Case study from high school certificate until the end of 2009/2010.

3)    Statement about grades in every subject, but if this is difficult, he/she can complete the transfer procedures until this is possible.

4)    Statement about scientific content for courses he studied.

5)    Education affairs management or department will provide temporary entry permit for 15 days from the date of receiving transfer envelop  and it is renewed until the student finish his transfer. Also, it is not allowed to give him/her card or be treated officially before his paper is accredited from university management.

 

·         Judgment and decisions of enrollment transfer:

First, students’ transfer from faculties with preparatory year and first year to faculties which have no preparatory year:

A)    Students’ transfer among analogous faculties in universities subjected to universities regulation law:

·         Students transfer among analogous faculties if he/she has minimum of grades for faculties for which he/she will be transferred in the year he/she gets high school certificate and also after the approval of faculties’ council and accreditation of the president or his/her vice.

·         If the student does not get minimum of grades, he/she can transferred according to the rate of admission determined by supreme council of universities and the student should get high school certificate from one of schools in regional area for university according to the terms of supreme council of universities.

 

B)    Students’ transfer among non-analogous faculties in universities subjected to universities regulation law:

·         Students transfer among non-analogous faculties inside or outside university if he/she either has minimum of grades for faculties for which he/she will be transferred or modifies his nomination for faculty in the year he/she gets high school certificate with the following:

1)    The student should meet the terms of geographical admission.

2)    The student should fulfill subjects eligible for admission.

3)    The approval of the faculty.

4)    The approval of two faculties’ council.

5)    The accreditation of this resolution from the president or his/her vice. 

C)    Transfer of students who get equivalent high school (Arabic- foreign):

·         They are the same rules for students’ transfer in high school certificate as well as poll of central coordination office through the following:

1)    He/she should get minimum of grades for faculties for which he/she will be transferred in the year he/she gets equivalent high school certificate.

2)    There should be vacancy in this faculty.

D)    Students’ transfer from faculties and institutions not subjected to universities regulation law:

 

·         They are the same rules for students’ transfer from faculties and institutions subjected to universities regulation law in the item (1,2) as well as poll of central coordination office and recommendation of students’ transfer in the year he/she gets high school certificate.

 

Second, Students’ transfer for higher year among analogous faculties( either he/she gets high school certificate or equivalent high school or technical diploma (three years or five years)):

1)    The student should be successful and transferred to higher year in the faculty from which he/she will be transferred even if with subjects in which he/she fails.

2)    The maximum of subjects for transferred students are five subjects including subjects in which he/she fails as well as supplementary courses. This increases from the courses of academic year for which he/she will be transferred.

3)    These rules are applied for students of technical certificates (technical institutions, advanced technical school “three years or five years”) when they transfer to another faculty.

·         Enrollment Years:

1)    It is not allowed for the student to be in one academic year more than two years, but it is allowed for the faculty council to let the student who failed twice in one year enter exams outside in the subjects in which they failed except the students of preparatory year and first year in the faculties which have no preparatory year.

2)      It is allowed for the faculty council to let pre-final year and final year enter exams outside.

3)    For the faculties that its study is five years, the students of second year in faculties which have preparatory year and third year in faculties which have preparatory year will be treated as the students of pre-final year, but if the students of final year fail in not more than half of courses regardless of courses from previous years, he/she is allowed to enter exams until he/she succeed.

Foreign Students Affairs Management

·     The terms:

1)    Equivalent high school certificate.

2)    The success in the subjects eligible for admission in the faculty for which he will transfer.

3)    There are papers prepared from Embassy in Cairo and Arab affairs office:

A)    Application form No 555

B)    Preliminary nomination card.

C)    Information form (four copies).

D)    Approval of guardian.

 

4)    Some colleges have acceptance test appointed by embassies, so the students should revise general management for foreign students' scholarship in this matter.

5)    Other categories of foreign students who get other certificates (nonequivalent high school certificate) such as technical secondary schools (three years) and five years and institution diplomas.

 

·   The paperwork:

1)    Documented and accredited equivalent high school certificate (original).

2)    Nationality certificate

3)    Birth day certificate.

4)    6 personal photos.

5)    Envelope containing other papers.

 

·         Rules of foreign students' coordination in universities and Egyptian institutions in the first university stage and postgraduate studies:

·      First, for the first university stage:

1)    They can apply for international information network through website of cultural affairs sector: WWW.mohe-casm.edu.eg from 1st July until August in every year according to announcement in website.

2)    If the candidates students for faculties which have abilities tests failed, they will be nominated for the next choice.

3)    Requests for nomination modification is presented for only once for general management for foreign students acceptance.

4)    Students' enrollment can be cancelled or delayed for one year not more than this period.

5)    The ministry accepts requests for open education through universities in the beginning of new academic year.

6)    For old students, requests of re-nomination, re-enrollment of students who finishes the times of repetition, transfer and enrollment transfer and study completion should be sent to general management for foreign student acceptance until the end of October of every year.

7)      The students with Egyptian Mothers or which have permanent residents in country should explain this when data registration.

8)    The completion of acceptance procedures after primary acceptance will be through general management for foreign student acceptance until October of every year.

 

·      Second, for postgraduate studies:

1)    The papers of postgraduate students (diploma, Master's Degree and Doctorate) should be presented to faculties, institutions in early appointment as it is available until November and after this period; papers are saved for the next year.

2)    It is not allowed for any authority except the ministry to accept foreign students in universities and Egyptian institutions as final acceptance happened after technical procedures from general management for foreign student acceptance to see if they meet the terms of acceptance for students' interest and the regularity of educational process.

 

· The expenses for Licentiate and Bachelor stages:

1)    Practical faculties (1500 Pound Sterling) for first time (student enrollment).

2)    1500 Pound Sterling (annual tuition fees).

3)    Theory faculty (1000 Pound Sterling) for first time (student enrollment).

4)    1000 pound Sterling (annual tuition fees).

5)    The Faculties of Arts, Commerce and Art Departments in the faculty of Education.

6)    Fees for foreign student club (60 Egyptian pounds) in Egyptian universities and his wife (150 pounds).

7)    Palestinian students who get high school certificate from Palestine pay 50% of tuition fees.

8)    Palestinian students who get high school certificate from outside Palestine or from Egypt pay all tuition fees.

9)    Sudanese students will pay 10% of tuition fees.

10)  The resolution of the supreme council of universities on 7/5/1995 about the sons of Egyptian women who was married from foreign men in faculties and institutions in the first university stage who will pay as Egyptian students as the following:

A)    For the sons and daughters of Egyptian divorcees and widows women and for women who do not able to pay debts.

B)    For the other categories (the sons of employees in government and business sector, sons of political refugees, the students who have permanent residence in Egypt and get all academic years in it), they will pay 10% of all fees without enrollment fees according to Marital Status.

C)    Requests with documents should be presented to faculties and institutions to be nominated as the university will send them to the ministry according to rules for every case.

D)    This advantage is allowed for successful student and if only he/she fails once in his study according to his/her conditions, but he/she sends a request for the ministry.

 

· The required documents:

·      First, for Egyptian divorcees and widows women:

1)    Model for Egyptian divorcees and widows women.

2)    Copy of woman national ID card.

3)    Copy of divorce decree and approval from her that she is still divorced.

4)    Copy of student's birth certificate.

5)    Copy of mother's marriage certificate.

6)    Case study about students' situation of tuition fees if he/she is new.

 

· Second, Egyptian sons who do not able to pay fees:

1)    Model for this statement.

2)    Copy of woman national ID card.

3)    Copy of student's birth certificate.

4)    Letter from his/her father's authority or employment contract with documented and supported monthly income.

5)    Social research from social affairs office

6)    Copy of his/her father's passport.

7)    Case study about students' situation of tuition fees if he/she is new student.

 

·     The foreign students who have permanent residence in Egypt:

1)    Model for this statement.

2)    Copy of student's birth certificate.

3)    Social research from social affairs office

4)    Letter from his/her father's authority or employment contract with documented and supported monthly income.

5)    Copy of study certificates (primary, preparatory and secondary).

6)    Copy of his/her father's passport.

7)    Case study about students' situation of tuition fees if he/she is new student.

8)    Documents should be accredited from faculty or institution after seeing and signing the original ones from the employee.

9)    The last day is on the end of March of every year.

 

 

·      General services presented by university:

1)    They should inhabit students and facilitate their residence in the specialist places who meet the terms.

2)    They should renew residence for foreign students by granting them certificate proving that they get scholarships to be presented to nationality and travel documents administration subordinate to the ministry of Interior.

3)    Ratification of certificates to be submitted by authorities in their countries as well as by the ministry of foreign affairs, then the ministries of their countries in Cairo to be presented to their governments.

 

 Alumni Management

·         First, temporary graduation certificate:

After announcing the results of last year, successful students are granted degrees (Bachelor and Licentiate) according to cumulative grades by the resolution of university council. Alumni should follow the following steps to extract graduation certificate:

1)     They should apply for alumni management to get disclaimer model, but the student should complete his personal data and signatures from departments and managements with which he/she deals through study (library, youth welfare, laboratories and dormitories…).

2)    The payment of fees for certificates.

3)    The student should present accredited disclaimer and fees models for the official of alumni.

4)    The graduate can get study grades and degrees as well as graduation certificate in English after paying fees.

 

·       Second, permanent graduation certificate:

·     Graduation management, in general management for education affairs, is responsible for providing permanent certificates from the beginning of granting degrees for those graduates, so every graduate should go to graduate management to receive them after paying fees not more than one year.

·      The graduate can get other certificate according to the following steps:

1)    He/she should present a request for education affairs (graduate management) to get other one.

2)    The management completes the procedures after paying fees.

 

·      Third, ratification of certificate and Transcript:

1)    The graduate should go to alumni management in general management for education affairs.

2)    This management revises and accredits data of these certificates after paying these fees.

3)    The graduate should go to foreign affairs office.

 

·       The steps of changing graduate's name according to his/her request:

·       The graduate should present request by the name of the dean with the following documents:

A)    Model 24A from Civil Status Department for which the graduate belongs.

B)    Original birth certificate (national ID card) after changing name.

C)    His/her birth certificate in the faculty or certified copy of birth certificate.

·         Alumni management offers this topic to faculty council to accept this change.

·         This management also offers this to two councils of education and students affairs and university.

·         A resolution is announced to change name and the faculty will take procedures for graduation certificate after changing.

 

Disciplinary punishments

·         The system:

·         Disciplinary offense is considered to be breach of laws, regulations and university traditions particularly:

1)    Any acts against the system of faculty or university facilities.

2)    The graduate helps to stop study or abet this act or not to attend lectures and other university business.

3)    Every act is incompatible with honor and dignity or with good behavior inside or outside university.

4)    Every chaos in exams and all tempts for cheat in exams.

5)    Any damage for facilities, equipment, materials and university books.

6)    Every organization for associations within university or participation without warrantee from competent university authorities.

7)    The distribution of leaflets, wall magazines in faculties or collecting of signatures without warrantee from competent university authorities.

8)    Sit-in inside university buildings or participation in demonstrations contrary to public order or mortality.

9)    Article (125): every student cheats in exam, the dean or his deputy take him/her off and is deprived of other exams. He/she is considered to be failure and sent to Disciplinary board.

10)  In the other cases, exam is invalidated by the decision of Disciplinary Council or faculty council. He/she is deprived of degree if he/she is granted before cheat.

 

 Disciplinary punishments are:

1)    Warning orally and written.

2)    Deprivation of some student services.

3)    Deprivation of attending lectures for not more than month.

4)    Separation from faculty for not more than month.

5)    Stopping student's enrollment for Master's degree or Doctorate for not more than two months or semester.

6)    Cancel of exam in one or more courses.

7)    Separation from faculty for not more than semester.

8)     Deprivation of exam in semester or more.

9)    Deprivation of enrollment for Master's degree or Doctorate in one or more semester.

10)  Separation from faculty for more than one semester.

11)  Final separation from university and this decision is announced to other universities, so is not allowed for him/her to register or enter exams in any Egyptian universities.

12)  The decision of this punishment is announced inside faculty and to the guardian.

13)  These decisions are saved in students' file except oral warning.

14)  University council can reconsider this decision after three years of the decision date.

 

Authorities competent for penalties:

1)    Professors and assistant professors: they have the authority to carry out the first four penalties special for the acts of students during lectures and different university activities.

2)    The Dean: he has the authority to carry out the first eight penalties. In case of disorder, the dean has the right to sign all penalties, but the decision should be presented to disciplinary council and the president through two weeks of penalties if there will be final dismissal from university to support, modify or cancel this decision.

3)    The President: he has the right to carry out all penalties except the final penalty after taking the opinion of the dean. The student is not allowed to enter university until the day of trial.

4)    Disciplinary Council: he has the authority to sign all penalties.
