An Introduction

*They are held among the university, other universities, the educational institutions and research centers in the Arab and foreign countries for the scientific and cultural cooperation in different fields according to certain items.

 *The management prepares, executes and follows the bilateral agreements proposed from the faculties to cooperate with the foreign universities and prepares these proposals in the form of items that are governed by special financial terms and general provisions.

*The agreement will be presented over the post graduation studies and research council, then the university council to get approval.

*Five copies of agreement are sent to the ministry of higher education.

* Poll of the Egyptian ministry of foreign affairs and the specialist authorities for the political and security side.

* After receiving the opinion of authorities, the agreement will be signed from the two sides and it is standing since the signature.

 

The Terms of Agreement:

1)    The approval of post graduation studies and research council and university council for the agreement.

2)    The approval of the ministry of higher education for the agreement project from the technical side and the ministry of foreign affairs to benefit from the political side for the agreement.

3)    The approval of the security authorities for the items of contract.

4)     The contract is signed from the two sides after the approval of the ministry of foreign affairs and the ministry of higher education and it is standing since the signature.

5)    In the case that the staff member travels according to the item of agreement special for the exchange of visits, he/she adheres to the financial aspects in the agreement.

 

 

The rules of delegation travel from and to university for bilateral agreements with the Arab and foreign universities:

 

        As these rules are approved by the university council No 14 on 22/7/2007, the staff members and delegations from the university are dealt within the bilateral contracts with the Arab and foreign universities as the following (unless the agreement does not contain otherwise):

 

1)     For the travel of  professors, the period is no more than two weeks in (lectures, conferences and seminar) after the approval of the president as the following:

A)    In the case that he/she will discourse lectures, exchange experience and scientific discussions, the topic of lectures should be determined and be sent to the foreign university for the approval and they should provide the university with a copy.

B)    In the case that he/she attends conferences, the university should get the conference bulletin and in all cases the participation of the university will be according to the agreements between the two sides and the financial participation is according to the rules of attending the foreign conferences.

C)    In the case that the lectures and assistant professors do research projects, the topics should be interest within the research plan accepted from the two universities after the approval of the faculties councils. Moreover, the period of travel should not exceed 45 days and it is not allowed to exceed that without the approval of the president and the university bears the tickets and the third of travel allowance. The member of scientific mission assures from the counterpart of research in the other country if the possibilities of research for which he/she travels are available or not to ensure the execution of research program prepared before travel taking into account the following:

 

*A detailed presentation for the research program on the board of research fund directors to be approved.

*The topic of suggested research should be new, not be published before or accepted for publication and it should not be presented before in stages of promotion.

*The member of scientific mission is adhered to finish the purpose for which he/she travels in the certain period and present a report including the experiments and results that he/she reaches and should be accredited from the authority where he/she does research.

*The university leaders from the Arab and foreign universities deal with agreements according to the items of agreement and they can be invited to discourse lectures and be treated as visiting professor according to the agreement.

 

2)    For the exchange of delegation and visits of students (Bachelor’s degree and post graduation stage).

3)    For the travel of students from the University for knowing the scientific and cultural fields, the period is no more than two weeks (the university bears the tickets and pocket money which will be written in bill by the supervisor or according to the items of agreement).

4)    For the students visiting the university, they are adhered to the items of agreement.

5)    The supervisor and administrative professor get the third of travel allowance and the tickets two ways in the economy class.

 

The rules that determine how to choice the staff who will travel for the bilateral cooperation agreements:

1)     These rules are approved by the university council on 22/7/2007.

2)    The staff member who does not travel before is preferred for executing these agreements.

3)    It is not allowed for benefiting from the university contribution for the member more than twice throughout the duration of agreement (which is for five years) and once for the agreement (which is three years).

4)    For the numbers of the staff members beneficiaries in the same year (according to the items of agreement).

5)    The nominations presented over the faculties councils, then the post graduation studies and research council should meet the specified rules.

 

 

The order of items in nomination should be taken into account:

 

·         The rules of staff’s travel for doing mutual researches with foreign universities that have no bilateral agreement with the university and the international and local institutions approved by the university council No 14 on 22/7/2007 indicate the following:

The staff member who applies for accredited research plan from the foreign university or institution should present the following:

1)    The duration of research.

2)    The duration of visit (no more than three weeks).

3)    The number of visiting professors from the two sides (no more than one professor for every visit).

4)    They should determine what will be done in the university and what will be done abroad.

5)    The residence: the host university will bear the expenses.

6)    The tickets: the delegation authority will bear the ticket for its members and the third of travel allowance will be paid for the member.

7)    A report will be presented every six months over the post graduation and studies council and research fund.

8)    The university will not bear the costs that the other side will bear.
