The foreign missions

     It is the dispatch of administrator (have Master’s degree) or the assistant lecturer to one of the foreign universities for getting PHD abroad at the expense of the Egyptian university in the rare modern specializations that are not available in home.

     In the other wise, the decree No 146 of the law 49 for the year 1972 about the universities regulation indicates that it is allowed to dispatch administrators and assistant lecturers in missions abroad or foreign scholarships or study holidays with or without salary by the approval of the president according to the suggestion of faculty council or institution after the approval of department council and post graduation studies and research council.

 

How to nominate for mission:

      The central mission management announces through its website: miss@mohe-casm.edu.eg  that the door to apply for foreign missions for getting PHD of the five-year plan is opened in specified fields and certain terms. Moreover, in some specialisms, the application is through the website that has application form, terms, details and paperwork, besides, he/she should present all papers to the central mission management (7 Ibrahim Abu el Naga Street, the extension of Abbas el Akkad, embassies quarter, Nasr city behind Enppi Petrol company).

 

How to nominate and the stages of nomination:

1)   The applicant should complete his/her paper, statements accredited from the employer and the certificates should be in English.

2)   The applicant should fill data in application form on the website.

3)   The applicant should present integrated research proposal or research project in certain period including the approval of foreign supervisor and the delegation institution as in the form.

4)   The researches that are identical to terms are evaluated from scientific committees formed from a decision of the minister of higher education and state for research.

5)   Interviews are held for who have research projects chosen by the scientific committees to measure the ability for communication and understanding for the research subject and the linguistic level to determine the best.

 

The terms for applicants:

 

1)   The applicants should be an administrator or assistant for researcher (worked since two years) assistant lecturer or assistant researcher in one of the delegations institution in missions plan.

2)   The preference is for assistant lecturer or assistant researcher.

3)    His/her age should not be more than 30 years old.

4)   If the applicant registered PHD, it should not be more than year, but if he/she does not register for PHD, he/she should get Master’s degree for no more than two years.

5)   The general assessment of the degree should be very good at least.

6)   He /she should have 500 degrees in TOEFL (equal 61 degrees IBT) or (5.5 degrees IELTS) and should adhere to the linguistic levels for every country.

7)   The validity of the certificate is two years from the date of exam.

8)   The ICDL Certificate.

9)   He should either pass or be relieved from the military service.

10) The applicant did not get mission or scholarship for PHD before.

 

The Paperwork:

1)   A certificate which is accredited contains the university degree and the general assessment in English.

2)   The assessments certificate in all subjects in all years and the general assessment in every academic year separately in English.

3)   The certificate of Master’s degree or what is equal to it in English.

4)   A statement that contains the date of registration for Master and PHD.

5)   The military service.

6)   A copy of personal ID card.

7)   The linguistic level certificate (the validity of it is two years since the exam).

8)    The ICDL certificate.

9)   A statement indicates that the applicant did not get mission or scholarships for PHD before.

10) Study plan project for PHD should be accredited and detailed in English according to the described instructions.

11) A handout that proves the approval of one or two supervisors from two different countries for the research plan taking into account the scientific level for supervisor, the academic order for university and the scientific committee has the right to choose the best.

12) The approval of the employer for mission (the dean or who is equal).

13) A data form which is accredited in Arabic and English.

14) The names of three professors and the ways of communication to call them when needed.

15) A certificate proves that the study in preparatory and secondary (Azhar) is four years for every stage. (For applicants of Azhar University).

 

The interval of execution foreign mission:

      It is through year from the date of nomination to complete papers with the linguistic level for travel.

 

 

After completing the papers:

      The papers are sent through the general mission management to the cultural office in the delegation country as the Egyptian cultural office will address the University for Reservation and tell him/her of the approval and reservation through two months.

 

During the execution of mission:

After getting the reservation, he/she present the following:

1)    A statement proves the cancel of registration for the scientific degree.

2)    The security approval.

3)    ICDL certificate.

4)    The issuance of travel decision after the approval of department and faculty councils for four years with a salary that is paid inside. Besides, the university should have a report from the supervisor that contains how the learner develops in study.

 

 

The commitments for travel:

 

      The member should present (travel approval, security approval and medical examination) to the general mission management to get the financial support message and another one for the ministry of foreign affairs (Egypt)  to get a message for the delegation country to get visa and the passport should be valid during the mission . Besides, he gets an order for Egypt Air to give him ticket before two weeks of the study.

 

 

          The extension of the foreign mission:

            If he/she gets PHD, his/her dispatch is extended for a five year at the expenses of mission with   the following terms:

1)    The approval of supervisor.

2)    The approval of cultural office for that he/she is subordinate.

3)    The approval of department and faculty councils.

4)    The approval of post graduation studies and research.

5)    The approval of university council according to the decisions of the supreme council of universities on 4/8/1983 that are approved by the executive mission committee council on27/8/1983 which indicates that if there is an extension after the fourth year, it is presented over the university council.

6)    The salary is paid from the delegation country (the faculty for which he/she is subordinate) after the fifth year according to the approval of executive mission committee.

 

 

The Extension after the fifth year:

     There is extension after the fifth year with the same terms, but without salary and he/she will bear expenses through: (scholarship from the university in which he/she studies / an account in bank equivalent to the costs).

 

The Extension after the sixth year:

    It is through the same terms and he/she should notify the general mission management for the presentation over the executive mission to pass judgment and make a decision.

 

Is the staff member allowed to do scientific mission during dispatch:

     The member can do scientific mission in the case that it will be alternative to the vacation of mid term and it is in the research plan. The member should present a request and fill form before three months of the mission until they can tell the authorities special for this and the issuance of executive committee decision.

 

The vacation that the staff member can get:

1)    A vacation for month yearly with the salary after the year since travel and he/she will bear the cost of ticket.

2)    Mid term vacation for once through the study after two years since travel by the approval of the cultural office and supervisor.

3)    Sick leave.

 

What is after the end of the period specified for mission and what is the duration of commitment toward the delegation institution:

1)    After achieving the goal of dispatch and the discussion of thesis, the certificate will be accredited from the Egyptian cultural office and an official document which proves the discussion of thesis will be presented to the office.

2)    After the discussion, the staff member will be granted a month to return home. Moreover, he should go to the general mission management to edit form of the returned member and get a message for the supreme council of universities.

3)    If he returns after a month, the management sends to the faculty to make him receive the work and tells it the justifications of delay.

 

 

 

Delay in return:

    The procedures of stopping the salary are taken according to the decree No 30 of the law 112 for the year 1995 about the organization of missions, study holidays and scholarships affairs:

The salary will be stopped if the staff member who had taken mission, holiday or scholarship, did not return to his work through a month since he finishes his study, but it should not affect the laws and schedules (rules and sanctions).

 

 

The practical training:

     After the discussion, the staff member can extend in his stay for practical training or applied experience to fill lack or need that public interest requires according to the following conditions:

1)    The approval of department, faculty and post graduation studies and research councils according to the report of foreign supervisor.

2)    The extension is for a year.

3)    He/she will not be paid a salary inside or outside.

4)    The university will not bear any expenses.

 

The duration of commitment:

     The staff member will adhere to the term of delegation institution service according to the decree No 31 of the law 112 for the year 1995 about the organization of missions, holidays and scholarships affairs and if he/she does not adhere to it, he/she and sponsor will cost the expenses.

 

The decree No 31:

       The member of mission, study holiday or scholarship is adhered to service the delegation institution or any governmental authority where the institution wants him to go with the agreement with the executive mission committee for two years, for each year he/she spent in the mission or holiday and the maximum is seven years for the member of mission and five years for the member of study holiday except if the terms of mission or study holiday contains other rules. It is allowed for the higher mission committee to be released if a national necessary or to work in nongovernmental authority.

 

 

 

 

 

General Rules:

It is not allowed for the staff member in mission and study holiday to work except in the following conditions:

1)    It is related to the topic of mission.

2)    It should not affect the study.

3)    The approval of executive committee head, the manager of mission office or the supervisor and the delegation institution.

 

4)    It is not allowed to change either the kind of mission or its curriculum without the approval of executive committee and the delegation institution.

5)    It is allowed for the staff member of mission, study holiday and scholarship to get mission in stead of mid term vacation.

6)    It is allowed for the member to attend conference with an accepted research.

 

 

A note:

     It is approved for the staff member who is candidate to foreign mission, has the right to execute and is about to get PHD in home, is compensated by taking scientific mission for nine years with the following terms:

1)    The appointment of candidate as a lecturer.

2)    The approval of the delegation institution.

3)    A request from the staff member to be compensated for the mission before the end of the period of mission.

 

The end of mission:

  The procedures of ending the mission are taken according to the decree No 33 of the law 112 for the year 1995 about the organization of missions, holidays and scholarships affairs: the committee has the right to end the mission or study holiday or scholarship of staff member who dissents from the provisions of the following decrees (23-25-27-29-30) and it  can adhere the member to bear mission costs or salaries that are paid in holiday or scholarship if he dissents the decrees No (25-31).

   

The demand of staff member and sponsor of mission expenses:

  The general mission management demands the staff member and sponsor of the expenses that were paid inside and outside if he dissents from the decrees No (25-31) of the law of universities regulation.
