In order to connect the university to industry within the provisions of the new draft Law on Higher Education which is prepared now, which will includes a section on the relationship between the university and industry, Prof. Dr./ Majid El-Kamary president of Kafr el-Sheikh University and chairman of the drafting committee of the project's «Al-Ahram» said he was a detailed presentation to the members of The Committee discussed about the relationship of the university to industry and society to this dimension of great importance in the next phase and the role of universities.

He pointed out that scientific research is the engine of industrial and economic and social development, and the cooperation between universities and industry is essential in this process and it can not be separated from the role of universities as institutions teaching or research, educational or cultural. He added that the overall vision emphasizes a set of strategic goals include strengthening links between industry and higher education institutions, and the involvement of the ultimate beneficiary of research services provided by these institutions, and the development of innovation capacity and skills, and international cooperation to improve the research environment in Egypt and increase applied research ratio, and the ability to the transfer of modern technology and the willingness to raise the index of a knowledge-based economy.

He explained that the Commission had taken up the offer of the current model of the relationship of the Egyptian universities to industry and society and includes the university to provide the community and the business sector graduates in various disciplines, and take advantage of some of the industrial enterprises of the results of some applied research published in the universities without the presence of effective communication between the two channels and that this situation in the relations between the universities and industry is not conducive to the promotion and development of creativity and innovation and keeping pace with the technological development in the world.

He pointed out that the paper that has been put forward about this relationship to be added to the new draft law on the role of universities in the activation and development of its relationship with the industry and includes effective marketing programs and services universities on a large scale and using a variety of means, and that the university study and identify the requirements and needs of the labor market of university outputs and that universities develop vision and objectives, strategy and its academic programs according to the needs and requirements of the labor market, and the link between the theoretical and practical side for practical student university in disciplines needed by the business sector.

He said that in the framework of the interaction between higher education institutions and industry demanded the paper the need to seek higher education institutions to strengthen links with the production sector and the interest of the establishment complexes of Science and Technology promotes innovation and incubation technology and training, as institutions seek to diversify their sources of funding the implementation and marketing of applied research and the creation and hosting technology incubators and participation in the establishment of educational and technological entities, and the development of intellectual property right protection mechanism, as well as the development of scientific research activities through the establishment of partnerships with industry and assist in the transfer of technology and skills of business management between universities and industry to contribute to the economic development.

He stressed that the Committee discussed your door Supreme institutes which 156 institutes numbering, and are subject to Law No. 52 of 1970 and in the light of the inadequacy of its clauses of the developments that have taken place in society, which summoned the restructuring of these institutes of academic and administrative point of view to improving the educational process quality and relevance of outputs of the plan development in the state and the requirements of the labor market. As well as the situation of the teaching staff in these institutes and suggestions that are appointed Dean of the Faculty of each technology, and not a manager, as well as discuss ways Mandate and supervision of members of the faculty.

He said he discussed the private sector, international relations, which is an essential part of the mission and objectives of the university, as the old law was not doing any reference to international relations or arrivals or relations with foreign university students, only a passport appointment of some foreigners in addition to the tuition fees for non-Egyptians door.

He added that this request through the new draft law governing the relationship between the Egyptian and foreign universities through the organization of exhibitions and marketing of educational and research services, and the opening of new branches in other countries, and transfer of technology, and improve the reputation of the Egyptian universities, and to attract foreign students, and get scholarships for Egyptian students and the provision of grants for foreign students at Egyptian universities, and the dissemination of culture, and to correct some of the concepts, and open channels of scientific and cultural cooperation with universities and the outside community, and promotion of the universities and institutes in international forums, the independence and give the largest universities in determining the tuition fees for international students, according to the circumstances of each university.

Prof. Dr./ El-Kamary out that there are some disciplines Egyptian envoys in foreign universities are attracting them to work in foreign universities such as the disciplines of Computer Engineering and does not return them to Egypt 10-15% only but which requires the development of legislation requiring the envoys to return after the end of missions to take advantage of their inside Egypt.
